What is a Pre-Apprenticeship Program?

A pre-apprenticeship program is a preparatory training pathway designed to help individuals who are not yet ready (academically, technically, or via other prerequisites) for a full Registered Apprenticeship Program (RAP). The goals are:

  • Prepare participants with foundational skills (academic, technical, soft skills) so that they meet the application or admission standards of a registered apprenticeship.
  • Expose them to the workplace environment, industry norms, possibly via simulated or short work-experiences, so they better understand what the trade or occupation demands.
  • Support participants in overcoming barriers (financial, logistical, educational) so they can succeed in transitioning into full apprenticeship.

Some standard features of quality pre-apprenticeship programs (per U.S. Dept of Labor guidance) include: approved/industry-aligned curriculum, hands-on or applied learning; partnerships with RAP sponsors; supportive services (childcare, transportation); direct or facilitated entry into apprenticeships. Apprenticeship.gov+2SGTC+2

   

       This program is offered through the Technical College System of Georgia (TCSG) in partnership with the BlackRock Foundation.

How the scholarship helps:  

Funded by the BlackRock Foundation and administered through TCSG, the scholarship covers tuition and eligible training costs so participants can complete pre‑apprenticeship training at no cost. Additional support funds may be available for transportation, tools, or testing fees.

Typical timeline:

  • 4–12 weeks of combined classroom and lab instruction (varies by trade).
  • Industry assessments and readiness checks.
  • Placement assistance or direct entry into a registered apprenticeship upon completion.

Purpose / Benefits

Putting together the pieces, the purposes of such pre-apprenticeship programs (especially under this scholarship/fund) include:

  • Increasing access: enabling people who otherwise might be left out (due to financial, geographical, academic barriers) to get into in-demand trades.
  • Shrinking workforce gaps: Georgia has many employers in advanced manufacturing, construction, etc., reporting labor shortages.
  • Raising earnings and economic stability: by helping people move into better-paying, credentialed jobs.
  • Supporting rural communities via “Training on the Go” so people don’t have to travel far or leave their communities for training.
  • Helping employers by providing better prepared candidates, reducing training ramp time, reducing attrition, improving retention.
